WASHINGTON (Reuters) - Some 1.3 million Americans slid into poverty in 2003 as the ranks of the poor rose 4 percent to 35.9 million, with children and blacks worse off than most, the U.S. government said on Thursday in a report sure to fuel Democratic criticism of President Bush (news - web sites).


Despite the economic recovery, the percentage of the U.S. population living in poverty rose for the third straight year to 12.5 percent -- the highest since 1998 -- from 12.1 percent in 2002, the Census Bureau (news - web sites) said in its annual poverty report. The widely cited scorecard on the nation's economy showed one-third of those in poverty were children.


The number of U.S. residents without health care coverage also rose by 1.4 million last year to 45 million, the highest level since 1999, and incomes were essentially stagnant, the Census Bureau said.


The poverty line is set at an annual income of $9,573 or less for an individual, or $18,660 for a family of four with two children. Under that measure, a family would spend about a third of its income on food.


Democratic presidential candidate John Kerry (news - web sites) has argued Bush's economic stewardship, including three rounds of tax cuts since 2001, has done more to help wealthy Americans than the poor or middle class.


"Today confirms the failure of President Bush's policies for all Americans," the Massachusetts senator said in a statement. "Under George Bush (news - web sites)'s watch, America's families are falling further behind."


Analysts have said the poverty rate typically tracks the broad economy, rising during a recession and falling in boom times, and the Bush administration said the report was "looking backwards at the economy" because it does not capture recent job growth or the full benefit of recent tax cuts.


"The first thing to remember is that the number of people living below the poverty line has historically mirrored the rise and fall in the number of people working," Commerce Secretary Don Evans told a conference call. "In June of 2003, when this data was collected, the unemployment rate was 6.3 percent. Now it is down to 5.5. percent."


POOR CHILDREN


The United States has struggled to recover from the 2001 slump, and job creation has lagged behind overall growth. Since Bush took office, 1.1 million jobs have disappeared, but employment has begun to rebound and analysts believe incomes may begin to improve once the job market strengthens.


The poverty rate has risen each year since 2000, when it was 11.3 percent. It hit a record low 11.1 percent in 1973.


Children and most racial minorities again fared worse in 2003 than the overall population, according to the Census report. The rate of child poverty rose to 17.6 percent from 16.7 percent in 2002 -- boosting the number of poor children to 12.9 million.


The poverty rate of African Americans remained nearly twice the national rate, with 24.4 percent of blacks living below the poverty line in 2003, nearly unchanged from 24.1 percent a year earlier. The poverty rate for Hispanics was 22.5 percent, up from 21.8 percent.


Non-Hispanic whites fared best, with a poverty rate of 8.2 percent, nearly unchanged from 8.0 percent a year earlier.


The report showed real median income for all races was unchanged at $43,318 in 2003.


Democrats criticized the government's decision to release the highly anticipated report in mid-August -- when many people are on vacation -- rather than sticking to the usual September release. They also said the decision to release both the health insurance and poverty statistics in the same report was a bid to minimize media coverage of the worsening lives of the poor in the runup to the November election.


we are the most powerful nation in the world, yet we have many homeless and poverty stricken people. This issue i may be considered more liberal than conservative...for the most part...

the saying the rich get richer and the poor get poorer is true here, i think we need to help people more, but only for a limited amount of time. No leeching off the system like we have now, you help people until they can stand on their own 2 feet, and if they fall again, too bad, they are lazy and take advantage of everything the government tries to do to help them. screw those people. Survival of the fitest may be in order if you can't hack it.

But we do need to help more, but not someones entire life unless they are handicapped or disabled and unable to work. I do think these rich bastards need to help the poor more. Oh no one less diamond on my rolex. The government hasn't done anything much either. They need to overhaul the entire welfare system. When i see people on medicaid or welfare driving newer and nicer cars than me, that really chaps my buttcrack.

Much to do



1) As you see the poor have no agenda.
2) As you see the poor don't go voting
3) Since you complain about poor getting poorer and rich/richer (which is a global phenomenon) you have to change the whole tax system.
4) Much to do. Maybe Bush gets elected for 4 more years to address some of these issues.

ever done anything about these issues. same thing with world poverty, on one hand we need to help the world more, on the other hand we can't even get shit right here at home...ok here's a plan i thought of in 5 seconds, halt the space program for 1 year, help people that are dying right here on earth, start space program back up

I think there are just a lot of unmotivated people out there. They inherited this great country, something they didn't really have to work for. A lot of people just aren't used to applying themselves. There are MILLIONS of ways to get rich. believe me, it's not hard, people just don't think they can so they don't' even try.

whats really gets me annoyed



is something that goes hand in hand with this issue

a primary reason is big buisness and their attitude towards the countries that made them big

in particular the favourite term of late for big buisness...OFF SHORING

in other words...taking advantage of cheap labour in other less afluent areas of the world

here is britain it started with the manufacturing industry...which tended to be high skilled and well paid jobs in car manufacturing,ship building and other technical and heavy labour tasks

these companies then moved abroad as it was massively cheaper to have these jobs done in the far east

what happened next was a switch to the service sector for the primary employment in the UK

the problem with this is that the service sector then evolved into primarily the rise of telephone help lines for large companies such as british telecom and other large corporations

now these jobs are also being "out sourced" in order to cut costs...primarily to india where university graduates can be paid a fraction of the cost of a total numpty in britain...

but therein lies another problem...the people of britain are now being phoned up at home(since they have been made unemployed by off shoring of their jobs)...the most gaulling thing for these people is the tactics used by the people who now have their jobs...they are told to use british sounding names so as to not cause offence to the people they are calling(although the accent somewhat gives it away quite badly)

so now we have the situation in britain where both the manufacturing and service industries are in decline...tourism is under funded and suffering from severe weather problem...

the other potential growth sector...namely science in the form of genetic engineering and modification is being stifled by over zealous and under educated lefties who think that it will destroy the world

the only continually growing part of the british economy is the retail sector...which will soon collapse as people have less to spend cause some johnny foreigner has been given their job

the housing market is slowing down and there are now more sellers that buyers...which may trigger a price crash

and on top of it all...interests rates are going up...which coupled with a deby level of british consumers at now over £1,000,000,000

it leaves only one thing to say

On average, low-value jobs are going out and high-value investment is coming in. In North Carolina, where Mr. Edwards comes from, we have the I95. Along the way, there used be textile firms that have gone out since they can't produce efficiently there. Now the workers are employed by Siemens and several other German companies, with far better salaries. That section of I95, in fact, is now known as the autobahn.

in the US



the US currently has a very varied economy...large manufacturing and agriculture sectors etc

but here in britain it is a much larger problem as more of a % of the population is reliant on jobs which can be more easily outsourced

we are reaching the point where we are becoming dependant on fewer and fewer variants in our economy

our own agriculture has taken severe beating over the foot and mouth and mad cow disease crisis

tourism this year has suffered because of extreme weather

a little more nudging and the UK economy will tip into recession

this in turn will lead to massive unemployment coupled with the neccessary shedding of public sector jobs in order to alieviate the tax shotfalls from the loss of private workforce which will only multiply the problem.

in scotland in particular...unemployment and poverty are already far in excess of the national average

the average wage in scotland is less than a third of the UK average

so the problem of out sourcing and off shoring is very real and very serious in Britain

George W. Bush has failed

Democratic presidential nominee Sen. John Kerry pounced on the figures, saying the report “confirms the failure of President Bush’s policies for all Americans.”

On the other hand it's actually not that bad. I made a statistic from the figures featured on the NBC site.

You forgot one - Offshore accounts White laugh
Once these fat cat corporations have fleeced the general population for all it's worth, using cheap labour from the east, they take all that lovely green and stash it in an offshore account.

These accounts allow the millionaires to stay that way by not paying tax. This tax shortfall leads to less pubic funding and consequently cuts in the Public sector workforce.

It also leads to cuts in health and education which means we end up with a Nation of unhealthy stupid kids who become unemployable and a greater burden on the state.

This leads to less investment which results in infrastructure decay, accident rates go up and so do compensation claims.

Laws on credit borrowing are relaxed to allow people to borrow more, even though they are earning less as the jobs market is swamped with cheap labour - those thick kids, who are so unhealthy they spend half the year on the sick and reduce productivity.

So why don't the government do something, tighten up rules?

Interest is the problem

50% of world money is offshore money.

I have been on a offshore seminar so I know a bit about it.

The problem is not the offshore. Most offshore money is totally legal.

The problem is that the rich are getting richer (and the poor and middle class has less money, because it goes to the rich, who don't spend it but keep it).

The reason for the rich getting richer is the interest system. All you need to do is to make everyone pay % monthly/weekly from what is on the bank account.

That way money would not make money (by interest).

Offshore is no problem at all. Interest is the problem.

first off what fun is being that rich and powerful if you don't spend it? what are they saving for? their kids? then they will save and never spend, so that is pointless...maybe they are worrisome and are saving just in case they have a couple million/billion in medical surgery bills?

Well they keep it because it's... money.

Imagine a small country with 100 people and 1 of them is getting richer and richer. And he is not spending the money. Exactly that's what's happenning. If this 1 guy would spend the money (= bring it back to society) then everything would keep running. The crash will come approx 2015-2020 if no measures are taken.
