It's the duty of EVERY country leader to protect the country. Killing hostile spies is part of it. I cannot understand your complaining. How self-centered USAnians are, it seems. They themselves can invade other countries and kill around, but everyone else is a criminal. No wonder so many think (70% non-USAnians) that it's a good thing (9/11) that the US now knows how it is to be the target itself on home soil.
